Become a Subsidy Vendor

The New Jersey Department of Human Services, Division of Family Development (DHS/DFD) administers the New Jersey Child Care Assistance Program (CCAP), which can help low income parents who are working, in school or in job training to pay for child care for children up to age 13.

Parents who receive child care subsidy assistance for the care of their children have choices among a wide variety of care settings (child care centers, family child care homes, after-school care, etc.). In order for parents to choose your program, you must be approved as a subsidy vendor.

In general, child care payments for children whose care is paid for with a subsidy are set based on a NJ child care market rate survey.  Currently, in response to the COVID-19 pandemic, the NJ Division of Family Development has authorized the use of “Differential Payments” (a supplement on top of the regular rates paid per child to approved programs) through December 31, 2023.

COVID-19 Differential Payments through Dec. 2023

  • $300 per month per child for full-time care (6+ hours)
  • $150 per month per child for part-time care (under 6 hours)
  • These supplements are in addition to the regular per child payments based on NJ’s child care market rate survey.

Payments based on Enrollment through June 2023

  • Pre-COVID, subsidy payments per child were linked to a child’s attendance (e.g., allowable absence days were capped). Programs were not paid for children absent in excess of the cap.
  • Through June 2023, child care subsidy payments are based on child enrollment (not on attendance).

Parent co-pay on hold until Oct. 2023

Subsidy payment will be in full regardless of parent’s income until Oct 31st 2023.

The provider can charge an excess fee.

If the center tuition is more than the subsidy payment, the provider can charge the parent the remainder cost as the excess fee

All staff need to complete the required federal Child Care & Development Block Grant (CCDBG) trainings (10 hours) plus CPR & First Aid

Once all staff have completed the required trainings, contact your local CCR&R for next steps.

Your local CCR&R can help you navigate the subsidy vendor approval

process.

Your local CCR&R will need:

  • A copy of the center license
  • A working landline to process payments
  • Conduent (3rd party processor) NJ Provider Agreement & W-9 form
  • Provider profile (annual) & closure days
  • Provider location agreement

Your local CCR&R will submit the required forms to Conduent, and once approved, your local CCR&R will advise providers to create an account in NJ’s Electronic Child Care Provider Web Portal

This system tracks enrollment in child care programs. The system will allow providers to: ​

  • Find out about a child’s authorization
  • See who is registered at their center

The subsidy team at your local CCR&R will include your program’s name on a subsidy referral list.

You can also let families know in your community that you accept NJ child care subsidies.
