New Jersey’s Shared Services Alliance

The New Jersey Shared Services Initiative is a statewide effort to connect and support early care and education providers in a collaborative network in 16 New Jersey counties. The Shared Services Alliance is a membership-based organization and offers tailored services to meet the unique needs of their individual communities.
Through this Shared Services Alliance, we work to strengthen our members’ business operations, educational leadership and job quality for licensed child care centers and registered family child care providers.
Members pool resources, share expertise and streamline operations – allowing you to enhance your program’s quality, improve financial sustainability and expand access to affordable, high-quality child care. Ultimately, these efforts ensure better outcomes for children, families and communities.
By becoming a member, you’ll be able to:
- Maximize Limited Resources: Shared services helps child care providers funded by diverse sources (e.g., nonprofits, state- and federally-funded agencies, ) make the most of their limited resources.
- Reduce Administrative Burden: Centralizing tasks allows directors to focus more on delivering high-quality care and education.
- Strengthen Financial Management: Shared services provides expertise and essential tools for budgeting, cash flow management, payroll processing and addressing gaps in directors’ business training. The alliance also equips directors with the skills and systems needed to run financially sustainable programs.
- Enhance Operational Efficiency: Shared services streamlines time spent on facility maintenance, policy development and administrative workflows which allows directors to prioritize program quality.
- Support Staff Recruitment and Retention: Centralized hiring, training and supervision processes help ensure programs can attract and retain qualified staff.
- Improve Program Quality: By alleviating non-educational responsibilities, directors can focus on their passion for early childhood development, benefiting the children and families they serve.

Child Care in New Jersey
The Department of Human Services, Division of Family Development offers a number of resources for child care providers, including funding opportunities, coaching, professional development and more for better quality care.
Grow NJ Kids
Grow NJ Kids is New Jersey’s quality rating system, which easily helps families choose high-quality programs right for them and their children. For eligible child care providers, Grow NJ Kids provides training, mentorship and incentives to improve your program for high-quality care.
Department of Children and Families (DCF), Office of Licensing (OOL)
Child care centers are required by state law to be licensed through the Department of Children and Families (DCF). Family child care homes can choose to be registered (or are required to be registered if serving children whose care is paid for through the NJ Child Care Assistance Program.

The Bergen County Shared Services Alliance has been strengthening business and leadership through resource sharing, professional development, and operational enhancements. The Alliance has achieved key milestones, including hosting engaging presentations, offering personalized grant-writing workshops, and showcasing its members at job fairs. Relationships with three esteemed colleges and a successful sensory workshop attended by teachers from member schools highlight the Alliance’s growing influence. Burlington County Shared Services Alliance is a center and FCC based Alliance that meets monthly. We take pride in our solutions-oriented meetings working with child care owners strengthening their business and administrative leadership, as well as providing help with automation and pedagogical leadership. We have developed The Future Caregivers Mentorship Program to help the child care owners increase staff, The Childcare Leadership Coaching Program a peer coaching initiative, that provides guidance, support, and hands-on learning, and The Empowered Entrepreneurs Business Academy which encompasses training in CCMS (child care management system software), NJ Shared Resources, Acquire4Hire and more.

The Mercer County ECE Shared Services Alliance was established to improve outcomes for children and families by saving early childhood professionals time and money, which allows more of their focus to be on the educational aspects of their programs. A Recruitment Improvement Plan is being implemented to address the staffing crisis, including plans of establishing a Substitute Teacher Pool that will serve only Alliance member programs. Additionally, professional development articles & webinars, information on mobile flu shot clinics, supplemental activities for students, and more, are frequently shared on a Mercer County Alliance member only platform. The Monmouth County Shared Services Alliance supports child care centers with a multi-tiered approach to strengthening business skills and strengthening quality. Alliance members meet monthly and share experiences and solutions to common challenges. Support is provided to access the NJ Shared Resources Platform in a context-specific manner to utilize helpful policies and templates. A Preschool Expansion Toolkit was developed to support child care centers interested in partnering with local school districts related to preschool expansion. Support is provided for participation in the Child and Adult Care Food Program (CACFP). In addition, the Alliance also hosts Early Childhood Substitute Solutions (a child care substitute pool) to meet the operational needs of participating centers. The Morris County Early Childhood Educators’ Shared Services Alliance partners with both child care centers and registered family child care providers to drive systemic change in early childhood education. By fostering collaboration and building a strong network of high-quality providers, the Alliance enhances access to shared resources, growth opportunities, and sustainable, cost-effective early education services. Representing the diverse landscape of Morris County, Alliance members include both nonprofit and for-profit centers with enrollment capacities ranging from 5 to 90 children. Members are at various stages of participation in the Grow NJ Kids initiative—some are rated, some are in progress, and others have yet to engage. The Alliance offers access to valuable supports such as the Morris Diaper Bank, bilingual monthly collaborative meetings, individualized technical assistance, and exclusive programs provided by stakeholder partners. The Ocean County Shared Services Alliance includes non-profit and for-profit child care centers. To date, the primary focus has been staffing and building upon the centers’ business practices. Additionally, the Alliance developed a recruiting process that has allowed the centers to fill full and part time positions. A Business Bootcamp helps centers build their business skills through online courses and discussion. A joint purchasing venture was also launched to help lower costs on frequently ordered products. NJ Economic Development Authority (NJEDA)
The NJEDA periodically creates and allows access to funding opportunities (grants) that may be available for child care providers.
Child and Adult Care Food Program (CACFP)
The CACFP is a federally funded program through the Department of Agriculture. The program reimburses child care providers for nutritious meals and snacks served to eligible children.
